काठमाडौं । प्रतिनिधि तथा प्रदेशसभाको दोस्रो चरणको निर्वाचनका लागि सरकारले भरपर्दो सुरक्षा व्यवस्था मिलाएको आश्वासन दिए पनि दैनिकजसो भइरहेका बम विस्फोटनका घटनाले आम मतदातामा त्रासको वातावरण सृजना गराएको छ । राजधानी काठमाडौंसहित देशैभर विभिन्न स्थानमा भएका बम विस्फोटनका घटनाका कारण धनजनकै क्षति हुन थालेको छ । यस्ता घटनाले मङ्सिर २१ गते हुने दोस्रो चरणको निर्वाचन मङ्सिर १० मा सम्पन्न पहिलो चरणको निर्वाचनको तुलनामा शान्तिपूर्ण बनाउन सम्बन्धित निकायका लागि चुनौतीपूर्ण देखिएको छ ।
दलहरूले निर्वाचनका लागि आयोजित चुनावी सभाहरूलक्षित बम विस्फोटनका घटनाले आम सर्वसाधारणको मनोविज्ञानमा नकारात्मक असर परिरहेको छ । प्रधानमन्त्री शेरबहादुर देउवा सहभागी चुनावी सभादेखि पूर्वप्रधानमन्त्री केपी शर्मा ओली, पुष्पकमल दाहाल, झलनाथ खनाललगायत सबैजसो राजनीतिक दलका नेता तथा उम्मेदवारलाई लक्षित गरेर गराइएका बम विस्फोटनका घटनाले राज्यको सुरक्षा प्रणालीमाथि नै प्रश्न चिन्ह उठ्न थालेको छ । पूर्वअर्थमन्त्री डा. रामशरण महत, वर्षमान पुनदेखि उदयपुरमा नेपाली काङ्ग्रेसका तर्फबाट उम्मेदवार रहेका नारायण कार्कीसम्मलाई ज्यान लिने गरी भएका विस्फोटनका घटनालाई सामान्य अवस्थाका रूपमा मात्रै व्याख्या गर्न मिल्ने देखिँदैन । उम्मेदवार चढेका गाडी, घर र सभामा हुने विस्फोटनले ठूलो क्षति पुगेको छ । साथै आम मतदाताको मनोविज्ञानमा समेत चुनावी सुरक्षालाई लिएर ढुक्क हुने अवस्था छैन ।
आइतवार मात्रै सरकारका उपप्रधान एवम् शिक्षामन्त्री गोपालमान श्रेष्ठलाई लक्षित गरेर बम विस्फोट गराइएको छ । हिमालदेखि तराईसम्म हरेक स्थानमा उम्मेदवार र चुनावी सभालक्षित विस्फोटनका घटनाले निर्वाचनका लागि तयार पारिएको सुरक्षा व्यवस्थाप्रति नै संशय उत्पन्न भएको छ ।
दाङमा १२ गते आयोजित प्रधानमन्त्री देउवा सहभागी चुनावी सभामा सुरक्षार्थ खटिएका एक जना म्यादी प्रहरी विनोद चौधरीको बम विस्फोटनमा परी मृत्यु भएको थियो । देशभर भएका अन्य विस्फोटनमा परी अहिलेसम्म दर्जनौं उम्मेदवार र कार्यकर्ता घाइते भइसकेका छन् । प्रधानमन्त्री निवास बालुवाटारको पर्खालमै बम विस्फोट गराइएपछि सरकारको सुरक्षा व्यवस्थामाथि थुप्रै प्रश्न उठेका छन् । दैनिकजसो बम विस्फोटन हुने र त्यसको आधिकारिक जिम्मेवारी कसैले नलिने प्रवृत्तिका कारण आसन्न निर्वाचनको सुरक्षालाई लिएर आम मतदाता ढुक्कसँग मतदानस्थलसम्म जाने वातावरण बनाउन सरकार कमजोर रहेको देखाउँछ ।
गृहमन्त्रीको समेत जिम्मेवारी सम्हालिरहेका प्रधानमन्त्री देउवाले निर्वाचन सुरक्षालाई चुस्त राख्न पटकपटक निर्देशन दिइसकेका छन् । सुरक्षा निकायका चारओटै अङ्गले विशेष सुरक्षा निगरानी बढाएको बताइरहेका बेला दिनहुँजसो ज्यानै लिने गरी हुँदैआएका विस्फोटनका घटनाले सर्वसाधारण त्रस्त बन्न पुगेका छन् । गृह मन्त्रालयले विष्फोटनका घटना बढेपछि घटनाको भर्त्सना गर्दै सुरक्षा व्यवस्था सुदृढ पारिएको बताएको छ । साथै यस्ता आपराधिक गतिविधिमा संलग्न नहुन सम्बन्धित पक्षलाई सचेत पनि गराएको छ । तर, जति पनि घटना भएका छन् तिनमा कसको हात छ र किन यसरी विस्फोटनका घटना भइरहेछन् भन्ने यकिन जानकारी छैन ।
नेत्रविक्रम चन्द नेतृत्वको नेकपाले देशैभर विस्फोटनका घटना गराएको आकलन गरिए पनि यस्ता घटनाको कसैले आधिकारिक रूपमा जिम्मेवारी लिएका छैनन् । बढ्दो हिंसात्मक घटनाका कारण शनिवारमात्रै निर्वाचन आयोग र उच्चस्तरीय निर्वाचन सुरक्षा समितिकोे बैठकले सुरक्षा रणनीति तथा कार्यनीतिमा परिमार्जन गरी अघि बढ्ने बताएको छ ।
आयोग र सुरक्षा निकायहरूको बैठकले सबै उपाय अवलम्बन गरी निर्वाचनमा शान्तिसुरक्षालाई सुदृढ बनाउन, मतदातालाई शान्तिसुरक्षाको प्रत्याभूति दिलाउन, मतदानकेन्द्रित सुरक्षालाई चुस्त बनाउन र मतपेटिका ढुवानीमा सजगता अपनाउने निर्णय गरेको छ । निर्वाचनमा आम मतदाताले भयमुक्त भएर भोट हाल्ने वातावरण सुनिश्चित गर्नु सुरक्षा निकायका सामु देखा परेको अहिलेको ठूलो चुनौती हो ।
३२ जिल्लामा सम्पन्न पहिलो चरणको निर्वाचनमा जम्मा ६५ प्रतिशत मात्र मतदान हुनुमा अन्य कारणजस्तै बम विस्फोटनका कारण उत्पन्न सुरक्षा पनि कारक तत्व रहेको पाइन्छ ।
संविधान जारी भएपछि कार्यान्वयनको चरणमा पहिलोपटक हुन लागेको प्रतिनिधिसभा तथा प्रदेशसभा सदस्यको निर्वाचनले सङ्घीय लोकतान्त्रिक गणतन्त्रलाई सुदृढ पार्ने भएकाले निर्वाचनविरोधी गतिविधि राज्यका लागि आपराधिक कार्य हुन् । राज्यको पुनःसंरचनापछि त्यसको कार्यान्वयनपश्चात् सङ्क्रमणकालको अन्त्य गरी दिगो आर्थिक विकासतर्फ लम्किने पहिलो खुड्किलो निर्वाचन भएकाले स्वच्छ र स्वस्थ निर्वाचनका माध्यमबाट लोकतान्त्रिक प्रक्रिया अवलम्बन गर्नु आजको पहिलो काम हो । निर्वाचनलाई शान्तिपूर्ण एवम् भयरहित वातावरणमा सम्पन्न गर्नु र मतदातालाई आफूले रोजेको दललाई मतदात गर्ने वातावरण बनाउनु राज्यको पहिलो दायित्व पनि हो ।
