मङ्सिर १५, काठमाडौं । माथिल्लो कर्णाली परियोजनाको विकासकर्ताका रूपमा रहेको भारतीय कम्पनी जीएमआर वित्तीय व्यवस्थापनमा असफल भएको छ । २०१४ सेप्टेम्बर १९ मा सरकारसँग भएको आयोजना विकास सम्झौता (पीडीए)अनुसार तोकिएको २ वर्षको अवधिमा आयोजना निर्माणका लागि आवश्यक लगानी जुटाउन जीएमआर असफल देखिएको हो ।
९ सय मेगावाट क्षमता रहेको उक्त आयोजना सन् २०२१ को सेप्टेम्बरसम्ममा निर्माण सम्पन्न गर्ने गरी जीएमआरले सरकारसँग सम्झौता गरेको थियो । कम्पनीले निर्धारित अवधिमा वित्तीय व्यवस्थापन गर्न नसक्दा आयोजना निर्माणमा ढिलाइ हुने देखिएको छ । विस्तृत परियोजना प्रतिवेदनअनुसार आयोजनाको अनुमानित लागत १ खर्ब १५ अर्ब रुपैयाँ रहेको छ ।
आयोजना निर्माणको कार्यमा ढिलाइ हुँदा त्यसको लागतसमेत स्वाभाविक रूपमा बढ्ने लगानी बोर्डका कार्यकारी अधिकृत महाप्रसाद अधिकारी बताउँछन् । विकास कम्पनी जीएमआरलाई अन्तरराष्ट्रिय बैङ्कहरूले ऋण लगानीका सन्दर्भमा विश्वास नगर्दा आयोजनाको वित्तीय व्यवस्थापनमा ढिलाइ भएको हो । जीएमआरसँग भएको पीडीएमा वित्तीय व्यवस्थापनका लागि १ वर्षसम्मको अवधि थप गर्न सकिने उल्लेख छ ।
यद्यपि वित्तीय व्यवस्थापनका लागि निर्धारित अवधि समाप्त भएको २ महीना बितिसक्दासमेत सोको अवधि थप हुन सकेको छैन । वित्तीय व्यवस्थापनका लािग समय थप्न आवश्यक गृहकार्य भइरहेको अधिकारीले जानकारी दिए । ‘समयसीमा थप गर्न भएको ढिलाइले आयोजनाको काम रोकिने अवस्था छैन,’ उनले भने ।
त्यसबाहेक आयोजना निर्माणका लागि दर्ता नभएका जग्गा तथा वनक्षेत्रमा पर्ने जग्गाको प्राप्ति, अन्तरदेशीय प्रसारण लाइनको अन्योल, तल्लो तटीय सिँचाइ आयोजनामा पर्ने प्रभावलगायत चुनौतीसमेत विद्यमान छन् । यसैगरी स्थानीय तथा केही राजनीतिक दलहरूको विरोधले समेत आयोजनाको काम प्रभावित हुने अनुमान गरिएको छ ।
आयोजनाबाट उत्पादित विद्युत् भारत निकासी गर्ने गरी आयोजनाको पीडीए गरिएको छ । त्यसअनुसार भारतको हरियाणा सरकारसँग ३ सय मेगावाट ऊर्जा विक्री गर्न प्रारम्भिक सम्झौतासमेत भइसकेको लगानी बोर्डले जानकारी दिएको छ । त्यसबाहेक हालसम्म आयोजना प्रभावित समुदायका लागि पुनःस्थापना तथा पुनर्वास कार्ययोजना सार्वजनिक भएको छ भने भूमिसुधार तथा व्यवस्थापन मन्त्रालयले आयोजनाले प्रयोग गर्ने जग्गाको हदबन्दी फुकुवासमेत गरिसकेको छ । यसैगरी इञ्जिनीयरिङ, खरीद र निर्माण प्याकेजका लागि प्रस्ताव आह्वान गरिएको, ऋण लगानीकर्ताहरूबाट आयोजनाको प्राविधिक मूल्याङ्कन सम्पन्न भएको, निजी जग्गा खरीदको तयारी भइरहेको बताइएको छ ।
विदेशी लगानीमा निर्माण हुने १० अर्ब रुपैयाँभन्दा माथि तथा ५ सय मेगावाटभन्दा ठूला परियोजनामा लगानी बोर्डले सहजीकरण गर्दै आएको छ । तर, बोर्डको नियमित बैठकसमेत बस्न नसक्दा बोर्डका काम कारबाही प्रभावित हुँदै आएका छन् । बुधवार सम्पन्न संसदीय विकास समितिको बैठकले नियमित रूपमा बैठक गर्न तथा रोकिएका काम कारबाहीलाई अगाडि बढाउन लगानी बोर्डलाई निर्देशन दिएको छ ।
समितिको बैठकले पर्याप्त लगानीको यथोचित प्रबन्ध नगरी आयोजनाहरूलाई कार्यान्वयनमा लैजाँदा आयोजनाहरू समयमै सम्पन्न नहुने अवस्था रहेको ठहर गरेको छ । समयमै सम्पन्न नहुँदा आयोजनाको लगानी बढ्दै जाने र आयोजना बनिसकेपछि पनि त्यसको मूल्यसमेत महँगो पर्न जाने भन्दै समितिले पर्याप्त लगानीको उचित प्रबन्ध गरेर मात्र विकास आयोजनाहरू कार्यान्वयनमा लैजानुपर्ने निष्कर्ष निकालेको छ । आयोजनाहरू समयमा नै सम्पन्न गर्न, गराउन तथा पीडीएका प्रावधानहरूलाई समसामयिक रूपमा परिमार्जन गर्दै लैजानसमेत समितिले बोर्डलाई निर्देशन दिएको छ ।
हाल कार्यान्वयनमा रहेका परियोजनामा रहेका वन, वातावरण, दर्ता नभएका जग्गाको विषयमा भूमिसुधार, गृह, वन तथा वातावरण मन्त्रालयसँग समन्वय गरी समस्या समाधान गर्न समितिले बोर्डलाई भनेको छ ।
बैठकमा लगानी पूर्वाधार विकासका आयोजना निर्माणका लागि आवश्यक लगानीको प्रबन्ध, हालसम्मको कार्य प्रगति एवम् सम्बन्धित आयोजनाहरूको वर्तमान अवस्थालगायत विषयमा छलफल भएको थियो ।
