जेठ २, विराटनगर । कर्मचारी समायोजनपछि पनि प्रदेश नं. १ का प्रादेशिक कार्यालयहरुमा कुल दरबन्दीमध्ये एकतिहाई कर्मचारी अपुग भएको छ । संघीय सरकारले कर्मचारी नपठाएपछि प्रदेश सरकार आफैंले लोकसेवामार्फत् बाँकी कर्मचारीको पदपूर्ति गर्ने भएको छ ।
प्रदेश सरकारले लोकसेवा आयोग स्थापना गरेर प्रदेश र स्थानीय तहमा रिक्त दरबन्दीको पूर्ति गर्ने योजना बनाएको प्रदेश नं. १ का प्रमुख सचिव सुरेश अधिकारीले बताए । प्रदेश नं. १ अन्तर्गतका प्रादेशिक कार्यालयमा २ हजार ४०० कर्मचारी हुनुपर्नेमा अहिलेसम्म १ हजार ५०० कर्मचारी मात्र छन् । कर्मचारी समायोजन प्रभावकारी हुन नसकेपछि उक्त प्रदेशमा ९०० कर्मचारी अझै अपुग छन् । प्रदेशमै लोकसेवा आयोग गठनका लागि प्रदेश सरकारले आगामी अधिवेशनबाट प्रदेश निजामती सेवा ऐन र लोकसेवा आयोग ऐन निर्माण गर्ने छ । त्यसको तयारी भइरहेको पदेश सरकारका प्रमुख सचिव अधिकारीले बताए ।
उनले प्रदेश निजामती विधेयक, प्रदेश लोकसेवा आयोग र क्षमता विकास प्रतिष्ठान् विधेयक ल्याउने जानकारी दिए । प्रदेश सरकारले माताहतको सेवालाई चुस्त दुरुस्त बनाउन र सरकारका निर्णयहरु प्रभावकारी रुपमा कार्यन्वयन गर्न कर्मचारीहरुको क्षमता बृद्धि तथा विकासमा पनि जोड दिने भएको छ । त्यसका लागि झापाको कलबलगुडीस्थित् प्रशिक्षण केन्द्रलाई प्रदेश सरकार मातहतमा ल्याई कर्मचारी प्रतिष्ठानको रुपमा विकास गरिने पनि उनले बताए ।
‘अब प्रदेश सरकारले निजामती सेवा विधिको निर्माण र लोकसेवा आयोगको स्थापना गरेर कर्मचारी भर्ना गर्नेछ’, प्रमुख सचिव अधिकारीले भने, ‘झापाको कलबलगुडीस्थित् प्रशिक्षण केन्द्र उपयोगविहिन अवस्थामा छ, त्यसलाई प्रादेशिक क्षमता विकास प्रतिष्ठान् बनाएर त्यहीं प्रशिक्षण दिइने छ ।’ संयन्त्रको अभावमा चालु आवमा पूँजीगत खर्च अत्यन्त कम भएको उनको भनाई छ ।
चालु आवको वैशाख महीनासम्ममा पूँजीगत खर्च २० प्रतिशतमात्र भएको बताउँदै उनले आगामी बर्षदेखि यसलाई प्रभावकारी बनाएर ८० प्रतिशतमा पुर्याउने पनि जानकारी दिए । उनले प्रदेशमा संचालित् ठूला विकास निर्माण, सडक, सिंचाई र खानेपानी लगायतका निर्माणको अनुगमन, अन्तरनिकाय समन्वय, आर्थिक अनुशासन कायम गर्न तथा वेरुजु नियन्त्रण गर्न ध्यान दिइने पनि बताए ।
