सरकारले दूध तथा दुग्ध पदार्थको आयात स्थगन गरेसँगै भारतले आयात खोल्न अनौपचारिक दबाब दिएको छ । दबाबस्वरूप ३ महीनादेखि ब्युरो अफ इन्डियन स्ट्यान्डर्ड्स (बीआईएस) वितरणमा ढिलाइ गरेको सरकारी अधिकारीले बताएका छन् । यसले गर्दा नेपाली उत्पादनको भारत निर्यातमा अवरोध पुगेको छ । भारतले आफ्ना वस्तुको निर्यातमा यति धेरै चासो दिए पनि नेपाली वस्तुको प्रवेशमा भने विभिन्न मापदण्डका कुरा उठाएर बारम्बार अवरोध गर्ने गरेको छ । यसले निर्यातका लागि भारतीय बजार अस्थिर छ भन्ने देखाउँछ । भारतमा निर्यात गर्न बीआईएस प्रमाणपत्र अनिवार्य चाहिन्छ । भारतीय उपभोक्ताको हितका लागि लागू गरिएको भनिएकाले यो नियम लागू नगर भन्न मिल्दैन । तर, यसमा जानाजान विलम्ब गरेर उसले दुग्ध पदार्थ आयातमा नेपालमा लागेको प्रतिबन्ध हटाउन दबाब अस्त्रको रूपमा प्रयोग गरेको नेपालका सरकारी अधिकारीहरूले स्वीकार गरेका छन् । भारतले बीआईएस नवीकरण र नयाँलाई बीआईएस प्रमाणपत्र जारी नगर्दा सिमेन्ट, जुत्ता, जस्तापाता, प्लाइउड, सेनिटरी प्याडलगायत उद्योग प्रत्यक्ष समस्यामा परेका छन् । भन्सार विभागका अनुसार गत आर्थिक वर्षमा भारतमा क्लिंकर र सिमेन्ट गरी ३ अर्ब ८५ करोडको निर्यात भएको थियो । तर, भारतले बीआर्ईएस रोकेपछि निर्यातमा समस्या भएको छ । नेपालमा सिमेन्टको विक्री घटेको बेला भारत निर्यात गर्न पाउँदा उद्योगीहरूलाई राहत मिलेको थियो । नेपालबाट भारतमा निर्यात हुने सिमेन्टको परिमाण उसले अन्य देशबाट गर्ने आयातको दाँजोमा निकै सानो परिमाणको हो ।
दुग्ध विकास संस्थान (डीडीसी) र डेरी उद्योगमा अर्बौं रुपैयाँको धूलो दूध र बटर मौज्दात रहेपछि कृषि तथा पशुपन्छी विकास मन्त्रालयले २०८० फागुनमा आयात स्थगन गर्ने निर्णय गरेको थियो । त्यसबाट भारत असन्तुष्ट बनेको थियो । त्यही भएर यो आयात खुलाउन उसले नेपाललाई दबाब दिइरहेको छ । भारत नेपालको सबैभन्दा ठूलो व्यापारिक साझेदार हो । उससँग ठूलो परिमाणमा व्यापारघाटा भइरहेको छ । भारतले विश्व अर्थतन्त्रको ठूलो अंश ओगट्न थालेको सन्दर्भमा नेपालजस्तो सानो बजारलाई लिएर नेपाली वस्तुको निर्यातमा गैरभन्सार अवरोध सृजना गर्नु सुहाउँदो होइन । पहिले छिमेक भन्ने नीति लिएको भारतले सबैभन्दा नजिकको मुलुकमाथि यति सानो चित्त लिएर निर्यातमा अवरोध पुर्याउनु कुनै पनि दृष्टिकोणले सही र जायज मान्न सकिँदैन । भारतको अर्थतन्त्रको आकार जसरी बढिरहेको छ त्यसै आधारमा छिमेकीको उत्पादनलाई निर्यातको बजार सहज बनाइदिन अलिक उदार बन्नैपर्छ । नेपालबाट भारतमा सामान निर्यात गर्न ३० प्रतिशत मूल्य अभिवृद्धि गरेको हुनुपर्ने शर्त रहेको छ । नेपालले यति मूल्य अभिवृद्धि कायम गर्न संघर्ष गर्दै आएको छ । विज्ञहरूले मूल्य अभिवृद्धिको प्रतिशत घटाउन भारतसँग छलफल अघि बढाउन सरकारलाई सुझाव पनि दिएका छन् ।
नेपालले भारतमा शून्य भन्सारमा प्रवेश पाउनु सकारात्मक हो तर भारतीय कृषि उत्पादनले पनि नेपालमा शून्य भन्सारमा प्रवेश पाउँछ । यसले गर्दा नेपाली कृषि उपजले भारतीय वस्तुसँग प्रतिस्पर्धा गर्न सक्दैन किनभने भारतले कृषिमा धेरै अनुदान दिएको छ । त्यसैले भारतीय उत्पादनको आयात प्रतिवर्ष बढिरहेको छ भने नेपालको स्थानीय कृषि उत्पादनलाई बजार पाउन मुश्किल भएको छ । बजार नपाउँदा खेतीपातीमा लाग्न युवाहरू उदासीन भएको समेत पाइन्छ । त्यसैले भन्साररहित सुविधामा पुनर्विचार गर्न नेपालले भारतलाई अनुरोध गर्ने भएको छ जुन सही पनि हो । त्यस्तै कतिपय वस्तुको निर्यातमा भारतले कोटा तोकेको छ । यसले पनि नेपालको निर्यात प्रभावित भएको देखिन्छ । खासमा वार्तामा नेपालले कडा अडान लिन नसकेको तथा मोलमोलाइ खुबी देखाउन नसकेका कारण भारतीय प्रस्ताव स्वीकार गर्न नेपाल सहजै तयार भएको देखिन्छ । त्यसैले नेपालले वार्ता टेबलमा बस्दा पर्याप्त गृहकार्य गर्नुपर्छ र आफ्नो एजेन्डामा भारतीय पक्षलाई सम्मत पार्न सक्नुपर्छ । भारतका सबै शर्त मान्दै जाने हो भने नेपालको व्यापारघाटा भयावह हुन सक्छ ।
