मङ्सिर २४, काठमाडौं । काठमाडौं महानगरपालिकाअन्तर्गत रहेको पशु वधस्थल निर्माण समिति विघटन भएको छ । वधशाला निर्माणको काम प्रभावकारी हुन नसकेपछि मङ्सिर १९ गते समिति विघटन गरिएको भेटेरिनरी जनस्वास्थ्य निर्देशनालयका निर्देशक डा. केदार कार्कीले जानकारी दिए । कृषि सचिवसहित पशु सेवा विभाग, भेटेरिनरी जनस्वास्थ्य निर्देशनालय र महानगरपालिकाका प्रतिनिधि सम्मिलित बैठकले यस्तो निर्णय गरेको हो । निर्देशनालयका अनुसार वधशाला निर्माणको टेण्डर पाएका ठेकेदारहरूले अहिलेको कार्यविधिबाट अगाडि बढ्न नसक्ने बताएका छन् । काठमाडौं महानगरपालिका वधशाला निर्माणको टेण्डर नाय बचत तथा ऋण सहकारी र मासु व्यवसायी उत्थान सहकारीले पाएका थिए ।
निर्देशनालयले महानगरपालिकाको २० प्रतिशत र व्यवसायीहरूको १० प्रतिशत रकमसमेत फिर्ता गरिसकेको जानकारी दिएको छ । अब पुनः वधशाला निर्माण गर्न महानगरपालिकाले नयाँ प्रस्ताव पेश गर्नुपर्ने कार्की बताउँछन् । ‘महानगरपालिका र व्यवसायी दुवैले अनुदानको उद्देश्य बुझ्न सकेनन्,’ उनले भने, ‘अब नयाँ कार्यविधि बनाएर काम गर्ने सम्पूर्ण जिम्मेवारी महानगरपालिकाको हो ।’ नगरपालिकाको काम कर उठाउने मात्र नभई त्यसलाई सदुपयोग गर्नु पनि भएको कार्कीको भनाइ छ ।
अहिलेको योजनाअनुसारका साना क्षमताका वधस्थल बनाएर समस्या समाधान हुन नसक्ने भएकाले यस्तो निर्णय लिनुपरेको महानगरपालिकाका प्रमुख कार्यकारी अधिकृत केदारबहादुर अधिकारीले बताए । अधिकारीका अनुसार टेण्डर पाएका सहकारीहरूले परियोजनाको वातावरण अध्ययन प्रतिवेदनसमेत बुझाएका थिएनन् । सो प्रतिवेदन गत साउनमै समितिलाई बुझाउनुपर्ने थियो ।
महानगरपालिका, उपमहानगरपालिका र नगरपालिका सबैका लागि व्यवस्थित वधशाला र मासु पसल निर्माण तथा सदृढीकरणका लागि अनुदान रकम उपलब्ध गराए पनि खासै प्रभावकारी हुन नसकेको कार्कीको अनुभव छ । त्यसबाहेक सबै स्थानीय निकायहरूले समेत मासु निरीक्षण तथा सुपरीवेक्षण गर्ने अधिकार पाए पनि यो कार्य उनीहरूको न्यून प्राथमिकतामा परेको कार्कीले बताए ।
काठमाडौं महानगरपालिकाभित्र विभित्र ६ ठाउँमा राँगा वधशाला निर्माणका लागि आर्थिक वर्ष २०६७/६८ माघमा अर्थ मन्त्रालयले ५ करोड रुपैयाँ विनियोजन गरेको थियो । महानगरपालिकाले पशु वधस्थल निर्माण समिति गठन गरी गत जेठमा ती सहकारीहरूलाई कामको जिम्मा दिएको थियो ।
